چکیده
S after the terrorist attacks of September 11, 2001, about 10% of Lucille Underwood’s workday as a mental health specialist with the Allegheny County Department of Human Services was spent on issues related to disaster preparation and response. That soon changed. “I can tell you that in the past five years, my job has become 90% disaster preparation and response,” said Underwood, who is assigned to the department’s Office of Behavioral Health. Underwood’s shift in responsibilities underscores a growing recognition of the importance of responding to the behavioral health needs of children and families in the aftermath of large-scale criminal acts and natural disasters that has been spurred by the events of 9/11, Hurricane Katrina, and regional floods and other community-wide emergencies. A recently published report on the traumatic experiences of children and families during and after Hurricane Katrina, for example, illustrates the huge, but largely unmet, demand for quickly deployed mental health services in the wake of the storm and concludes with a call for a national disaster plan for children and families. Several years before Katrina, the process was begun in western Pennsylvania and across the state to rewrite emergency response plans to include for the first time protocols for responding to the behavioral health needs of

PMD Tolerance Testing of Optical Interfaces
Improving the tolerance to polarization mode dispersion (PMD) is considered to be one of the major prerequisites for the success of modern high bit rate optical communication systems. Various approaches such as optical compensation, electrical mitigation, multi-level modulation formats promise to increase the PMD tolerance of optical systems, whereas the question of how to experimentally charac...
متن کاملEffects of Temperature on Polarization Mode Dispersion of G.652 Optical Fibers
In current high bit rate long haul transmission systems, PMD is the most important factor causing degradation in system performance. Therefore PMD compensation is an important subject for reliable high bit rate transmission systems. PMD compensation techniques require information about effects of environmental conditions on PMD. In this paper, effects of temperature on PMD performance of G.652 ...
متن کاملPerformance of a single-input multiple-output decision feedback equaliser for polarisation mode dispersion compensation
To compensate the performance degradation induced by polarisation mode dispersion (PMD) in high-speed optical transmission, a single-input multiple-output (SIMO) decision feedback equaliser (DFE) technique is proposed to combat all orders of PMD-induced distortion. The scheme is based on a new SIMO PMD channel model which utilises information embedded in both polarisation states. The performanc...
متن کاملA Combined Approach for Estimating Patchlets from PMD Depth Images and Stereo Intensity Images
Real-time active 3D range cameras based on time-of-flight technology using the Photonic Mixer Device (PMD) can be considered as a complementary technique for stereo-vision based depth estimation. Since those systems directly yield 3D measurements, they can also be used for initializing vision based approaches, especially in highly dynamic environments. Fusion of PMD depth images with passive in...
متن کاملNon-blocking PMD monitoring in live optical systems
Introduction: In high-speed fibre-optic communication systems, polarisation-mode dispersion (PMD) is one of the most important factors of performance degradation. In-situ monitoring of PMD in live, multichannel WDM systems will be a key requirement for future dynamic optical networks to ensure quality of operation. Especially, for optical links with exceptionally high PMD values, an in-situ mon...
